    Biography:
HENRY REUTER, who is one of the proprietors of the C. F. Smith Livery and Transfer Company, at Appleton, Wisconsin, one of the city's substantial business enterprises, was born at Appleton, January 1, 1865, and is the son of Peter and Gertrude (Borlinghousen) Renter. The late Peter Reuter was a prominent citizen of Wisconsin for many years. He was born July 5, 1838, in Belgium, and died at Kaukauna, Wisconsin, in 1905. In 1847 he accompanied his parents to America, they locating on a farm near Milwaukee, Wisconsin, where the father died three weeks afterward, leaving the mother with five small children, Peter being aged nine years at that time. Peter Reuter learned the carpenter's trade and in 1864 came to Appleton as foreman in a hub and spoke factory, and four years later, with his brother, Alexander, built a hub and spoke factory at Kaukauna, fifteen years later buying his brother's interest. Peter Reuter served Kaukauna several terms as mayor, and was a leading democratic politician of his section for many years, later becoming a republican. Since its organization he was president of the Bank of Kaukauna, and was serving as such at the time of his death. Both he and his wife were devoted members of the Catholic Church, and he was a member of the Knights of Columbus and of the Catholic Knights of Wisconsin. He was twice married, and three children were born to his first union and five to this second. Henry Reuter attended the public schools of Kaukauna and later Pio Nono College at St. Frances, near Milwaukee from which institution he graduated in 1881 after which time he took charge of the office of the hub and spoke factory that was being operated at Kaukauna by his father Peter Reuter and in 1886 when the plant moved to Rice Lake, Wisconsin, and incorporated under the name of the Reuter Hub and Spoke Co., he (Henry Reuter) became the Secretary and Manager of the concern which was later moved to Dexter, Missouri, in 1899; in 1901, Henry Reuter became the President and Treasurer of the concern, which position he held until 1903 at which time he sold his interests in the south owing to climatic conditions and returned at Wisconsin, locating at Appleton.
In 1905 he purchased the controlling interest in the C. F. Smith Livery and Transfer Co., of Appleton, Wisconsin, and through his energy and business ability has brought this concern up to a point that today it owns one of the finest and most modern livery and transfer businesses in the state.
Mr. Reuter was married (first) May 1, 1888, to Agnes Kamps, who died September 27, 1904. He was married (second) on June 16, 1909, to Mrs. Catherine Sacksteder, daughter of G. T. Moeskes, who was formerly a judge of the county court. Mr. Reuter has three children, born to his first marriage: Agnes, Helen and Gerhard, all of whom are proficient in music. Mr. Reuter and family are members of St. Joseph's Catholic Church. He belongs to the Knights of Columbus, the Catholic Knights of Wisconsin and the Modern Woodmen of America.

    Obituary:
DEATH TAKES FORMER MAYOR REUTER, SUCCUMBS AT HOME AFTER LONG ILLNESS
Built Two Junior High Schools and Two Bridges During Term in Office
PIONEER BUSINESSMAN, Active in Lumber and Spoke Business in State for Many Years
Henry Reuter, 60, mayor of Appleton from 1922 to 1924, died about 10 o'clock Tuesday morning at his home, 209 W. Lawrence-st. where he had been confined to his bed since early in May. Mr. Reuter was in ill health for several years but was able to be about until late in the spring. During the summer hopes were entertained for his recovery but his condition steadily became worse a few weeks ago. Mr. Reuter declined to become a candidate for reelection as mayor at the expiration of his term because of ill health.
Henry Reuter will be remembered by the people of Appleton as a mayor in whose term of office probably more was accomplished for the city than in any other administration of similar length. Among the major projects were the construction of two junior high schools and two bridges, the combined cost of which is more than $1,000,000.
    DRAFTED INTO OFFICE
Although much interested in civic projects, he never took active leadership in these affairs until he was drafted by the votes of the people in 1922. Previous to that time he had been occupied in the hub and spoke business, steamship bookings and investments.
Mr. Reuter was a son of Peter Reuter, former mayor of Kaukauna, and proprietor of a hub and spoke factory in that city. He was born in Appleton on Jan. 1, 1865. He received his early education in the public schools of Kaukauna, and later attended St. Francis college, from which he graduated in 1881.
He was taken into business partnership with his father in the hub and spoke factory, and when his plant was moved to Rice Lake in 1886, the son became its secretary and manager.
    GOES TO MISSOURI
After the industry was again moved, this time to Dexter, Mo., in 1901, Mr. Reuter became president and treasurer of the firm. Unfavorable climatic conditions forced him to sellout his interest, and he moved back to Appleton.
Back in his native city he became financially interested in the C. E. Smith Livery and Transfer company, a stone quarry and other businesses. Some time later he took over the steamship passage booking agency of his father-in-law, Judge G. T. Moeskes, when the latter retired. He also was active in western oil interests.
In the spring of 1922 he was pressed into the campaign for mayor of Appleton and without any personal effort won out in the election.
Mr. Reuter had a more or less turbulent administration, since the huge issues of that period were bound to divide not only the common council but the entire city as well, but the mayor had the satisfaction of seeping every one of the major projects through. He declined to be a candidate for reelection, as his business and administration cares had begun to affect his health.
    SAW PROJECT THROUGH
The former mayor met his greatest opposition in the bridge project. But the conclusion of his term saw the completion of the Lawe-st bridge and a good start on the Cherry-st structure. Right of way was secured to connect the bridge with the Menasha-rd.
Another big project was the junior high school building program. He was at the head of the council that authorized a bond issue of $675,000 to build the schools. As chairman of the board of education he had much to do with the preparation of this program. Construction was not started, however, until after the close of his administration.
Adoption of a city plan and zoning ordinance, appointment of a building inspector to enforce it and creation of a board of appeals to settle disputes over interpretation of it were among the far reaching steps of this administration.
    FIGHTS FOR PARKS
During Mr. Reuter's term three more parks were added to the city park system. They were Erb park, the big park in lower Fourth ward and the park at the south end of Cherry-st bridge. The mayor fought successfully for the creation of a park board for supervision of the system, and his last act before retiring from office was to name the members of this board.
The Appleton water commission also was reorganized, and like the park board, was placed on a non-partisan basis, free from control of the council.
Other milestones of this administration were adoption of an arterial highway ordinance, inauguration of a systematic street naming and numbering system, employment of a city nurse, adoption of a new policy affecting city plats, entertainment of the convention of the League of Wisconsin Municipalities.
Mr. Reuter was married twice, the first time on May 1, 1888, to Miss Agnes Kamps, the second time on June 16, 1909, to Mrs. Catherine Sacksteder, a daughter of G. T. Moeskes, former county judge.
Besides his widow, three children survive. They are Gerhardt, Mrs. Edmund Rossmeissl and Mrs. Edward Ritger, all of Appleton.
Mr. Reuter also is survived by four brothers and three sisters. The are Alex and John Reuter, of Milwaukee, Joseph Reuter of Virginia, Peter Reuter of Detroit, Mrs. Carl Bub and Mrs. S. Molinger of Milwaukee, Mrs. Joseph Goessens of Kaukauna.
He was a member of St. Joseph church of the Knights of Columbus, Catholic Knights of Wisconsin, the Elks and the Modern Woodmen of America.
